NCHSTCA Meeting Minutes, January, 2023

 NCHSTCA Winter Board Meeting
January 28, 2023
Pinehurst, NC
The Meeting was called to order with the following members present:
Andrew Tuttle – President
Donald Clark – Vice President
Lee Matthews – Secretary (Zoom)
Vic Ramsey – Treasurer
Heather Brooks – 1A Representative
Tim Medlin – 2A Representative (Zoom)
Pam Beecher – 3A Representative
Steven Rochkind – 4A Representative
Ken Hazen – Vice President Emeritus
Lindsey Linker – Secretary Emeritus
The minutes of the previous meetings and treasurer’s report were approved.
Donald Clark will add the treasurer’s report to the association website.
The board accepted the resignation of Jon Huffman and will offer him emeritus
status on the board if he desires it. Vic agreed to move to the technologist’s
position and will continue as treasurer until the position is filled. A notice will be
posted on the website for nominations for treasurer.
Lee addressed the need to examine and update the constitution and by-laws. The
board approved a motion charging Lee with writing a first draft revision of the
constitution and by-laws focusing on a defined membership with modest dues,
geographical representation on the board and defined terms of service for board
members.
Donald addressed court assignments at the state tournament and the need to be in
line with USTA rules. The board passed a motion to recommend to Tra that players
in the same bracket / quarter must go on together at the regionals and state
tournament. This would be in line with the USTA handbook.
The board affirmed the change in the regional berth formula of using a multiplier
of 32 instead of 16. This will be passed on to Tra, and the change should occur in
the fall of this year.
 
The board reminded that the expansion of the dual team playoffs was approved and
will take place in the fall. (1A – same, 2A – 48, 3A – 64, 4A – 64) The time frame
remains the same with a second round of matches taking place the week of the sate
individual tournament. The board recommends that the rain delay procedure be
examined and instituted before the playoffs begin.
Vic reported that MaxPreps has developed an RPI rating for tennis like football
and basketball. This will most likely be used with the expanded playoffs this fall.
The trial run included last falls dual team playoffs. Vic has asked for a run without
those matches for a better comparison to the ELO-based power tool he developed.
Vic plans to revise the partial team proposal before the spring NCHSAA board
meeting. The language will be adjusted to reflect a team pathway to the tennis
playoffs and a mechanism to allow access to an individual pathway to the state
championships. Pam went on record being against any individual not a member of
a high school team having access to the individual state championship.
